		<description>I&#039;m still not getting it.
In politics they have these things called &quot;Think Tanks&quot; which prone certain policies... get a lot of cash from people who like those policies... then go to people who actually make the policies into something tangible.

What they are is lobbyists.
Maybe I&#039;m way off but this kind of reminds me of that in some ways.</description>
