In politics they have these things called "Think Tanks" which prone certain policies... get a lot of cash from people who like those policies... then go to people who actually make the policies into something tangible. What they are is lobbyists. Maybe I'm way off but this kind of reminds me of that in some ways. I’m still not getting it.
